Project Description:
As part of the implementation of an authority-wide Enterprise Resource Planning (ERP) system, Business Process
Re-engineering (BPR) services were rendered in order to document the existing procedures and methods for carrying-out
systematic tasks related to capital development projects, accounting, procurement, accounts payable / receivable, asset
management, revenue management, human resources and budgeting.
Once the existing procedures were documented and analyzed, the project team provided industry Best Practices and proceeded
to develop a Concept of Operations (CONOPS) which enhanced work processes, reduced process redundancy and joined processes.
The final stage of the program included the preparation of "to-be" process workflows which illustrated and described the
process enhancements.
AviatDesign, Inc. was contracted by The Solution Design Group to carry-out all services related to the Capital Program
Lifecycle which encompassed all processes related to the Capital Construction Program (CCP), Capital Operating Maintenance
Investment Program (COMIP) and Operations & Maintenance (O&M) projects undertaken by the Authority. The lifecycle guides
all projects from the initial identification of a capital project through the planning, design and construction / execution
stages and eventually to project completion.

Completion of "As-Is" process maps and reports which documented and described all key processes for
carrying-out CCP, COMIP and O&M projects.
Completion of "Best Practices" which documented and reported advancements in the aviation industry and outlined
how Best Practices may be introduced into the Authority.
Prepared "Concept of Operations" documentation which outlined integration with other lifecycles and provided and
overview on how existing process could be enhanced and/or refined.
Completion of "To-Be" process documentation including process maps which illustrated the recommended process flows
and how those flows may be streamlined through the implementation of an ERP system.
Conducted numerous Client presentations and interviews with Authority stakeholders.
Provided system integration guidelines for the association of the proposed ERP system with the proposed Geographic
Information System (GIS), Livelink™ Document Management System.
Assisted in the development of Technical Requirements for the preparation of the ERP Terms of Reference.
